CATCO serves as a pivotal umbrella body in Telangana, uniting diverse consumer groups to amplify their collective voice against exploitation in a rapidly evolving marketplace. Drawing from the model of similar federations across the world, it focuses on advocacy, education, and enforcement under the Consumer Protection Act 2019.
CATCO is registered as a society under the Andhra Pradesh Societies Registration Act, 2001.
CATCO drives consumer protection through four pillars of action
CATCO lobbies government bodies including the Ministry of Consumer Affairs and CCPA for robust policies on e-commerce fairness, product safety, and misleading advertisements — pushing to strengthen penalties and streamline grievance redressal.
Organizing statewide workshops, digital drives, and media campaigns, CATCO educates millions — especially in rural areas — about rights to safe products, fair pricing, and refunds, empowering citizens to file complaints effectively.
CATCO trains local NGOs, activists, and volunteers in legal aid, market monitoring, and litigation support — fostering a network of over 200 affiliates coordinating responses to pan-India issues like food adulteration and digital frauds.
Conducting studies on emerging threats including cyber frauds and AI-driven scams, CATCO publishes data-driven reports to guide regulators and businesses toward ethical practices across retail and service sectors.

A powerful national body with a Chief Commissioner and experts. Duties include promoting awareness, investigating misleading ads, ordering product recalls, issuing safety guidelines, and filing cases against violators. Has its own investigation team led by a Director-General.
Central — led by Consumer Affairs Minister with MPs and experts.
State — headed by state minister with MLAs and consumer groups.
District — chaired by District Collector with local leaders.
They meet regularly to advise on policies, awareness campaigns, and education programs.
Strict responsibility on makers, sellers, and service providers for harm from defects — covering manufacturing flaws, design errors, and wrong instructions. Harm includes death, injury, illness, mental shock, or property damage. Victims can claim damages directly without proving negligence.
Dedicated mediation cells at district, state, and national levels. The process is voluntary and confidential; written agreements are binding like court orders. If mediation fails, consumers proceed to the commission without prejudice.
Platforms must show full seller details, product specs, delivery timelines, and refund policies. Liable for faulty goods even from third-party sellers. Dark patterns (tricky UI designs to fool buyers) are banned. Direct selling firms must register and avoid pyramid schemes.
